Aerial operation system
Adopts a five-section telescopic arm + folding arm structure, with a maximum operating height of 32 meters, covering buildings above 10 floors; supports 360° full rotation and -15° to +75° variable angle, adapting to complex fire extinguishing scenarios.
Integrated intelligent balancing system and emergency descending device to ensure stability and safety of high-altitude operations.
II. Procurement background and strategic significance
Coping with high-rise fire challenges
Manila, Cebu and other cities in the Philippines are densely populated with high-rise buildings. A total of 127 high-rise fire accidents occurred in 2024, and the problem of insufficient shooting height of traditional fire trucks was prominent. The 32-meter high spray truck purchased this time will significantly improve the efficiency of firefighting.
Customized design to meet local needs
The anti-corrosion design of the vehicle adopts aluminum profiles and stainless steel materials to adapt to the marine climate of the Philippines.
POWERSTAR TRUCKS provides a localized after-sales team, including operation training, parts supply and fast repair services.
Cost-effectiveness advantage
Compared with similar products in Europe and the United States (unit price exceeds 5 million yuan), this model has been optimized through the Chinese supply chain, and the procurement cost is controlled within 3 million yuan, which is in line with the Philippine government procurement budget.
3. Delivery and deployment plan
Delivery schedule : The first batch of 10 vehicles will be delivered in the third quarter of 2025, and the remaining vehicles will be completed in stages before 2026.
Training program : POWERSTAR TRUCKS and the Philippine Fire Department will carry out a two-month special training covering operation specifications, maintenance and emergency drills.
All four horizontal outriggers must be extended to their limit to increase the bearing surface. The vertical outriggers should be supported on solid ground, with the tires just off the ground, and leveled
It is absolutely forbidden to place the outriggers on soft ground, sand, manhole covers, etc.
When operating, the amplitude should be changed first, and then the rotation movement
The handle operation must increase or decrease the speed slowly and smoothly, and sudden start or stop is not allowed
The working range of the boom must be limited to one side of the extended outrigger (when the outrigger is working on one side)
When the instantaneous wind speed exceeds level 5, the platform should be fixed with a safety rope; when it exceeds level 6, the operation should be stopped. The load of the working platform shall not exceed the load (calculated as 90kg/combatant). When the water cannon flow rate is 60L/s, 120kg of recoil should be reserved. Regularly check the operation of the main oil pump of the hydraulic system and maintain the rated speed. Ensure that the hydraulic and electrical systems of the connecting parts such as the slewing support and the slewing body work properly. Anti-corrosion maintenance should pay special attention to the maintenance of aluminum profiles and stainless steel parts.
Vehicle inspection: Before use, check whether the fuel reserve, tire pressure, and battery power meet the requirements; check whether the outriggers are fully retracted and whether the tool box door is closed.
Driving precautions: Due to the long arm of the lifting vehicle, the driver should pay attention to the turning space when passing through the intersection; the center of gravity of the whole machine is high, and the driver should slow down when turning to prevent rollover; pay attention to the height limit when passing through the underpass.
It is strictly forbidden to use equipment without its own fixings to rescue people on the working platform
The operator should always stick to the main operating platform and keep in touch with the upper and lower parts
The personnel on the platform must be fixed and protected to avoid aerial obstacles
IV. Industry evaluation and future cooperation
Carlos Rodriguez, Director of the Philippine Fire Department, said: "This cooperation marks a new stage in the upgrade of Philippine fire equipment. In the future, we will explore in-depth cooperation with POWERSTAR TRUCKS in the fields of ladder trucks, emergency rescue vehicles, etc."
The head of the overseas business department of China National Heavy Duty Truck Group pointed out that the Southeast Asian market is a strategic focus, and in the future, the market share will be further expanded through technology exports and localized production.
